{Chrysler 300} 1962 Parking Brake

Just installed newly rebuilt engine/transmission

Attached parking brake cable. 

Driveshaft is not installed yet. 

Went to adjust parking brake shoes. 

But….Cannot spin parking brake drum. 

Is there any chance the transmission thinks it’s in gear?  

If so, how do I pop it in neutral?

(Trans shifter cable, nor safety switch, installed yet)
