The Federal IM 240 test is loaded mode and uses a segment of the old, old LA 4 test driving schedule (also part of the FTP) and very expensive CVS (constant volume sample) equipment that allows grams per mile exhaust gas constituants evaluation. The Federal certification numbers are GPM. Quicky test, gross polluter ID, numbers are spot check volumetric; percent, parts per million etc. Car may look great with spot check; my propane '56 International does but I would fully expect would be a terrible gross polutter with a CVS analysis. With the future advent of OBD III in vehicles, roadside driveby telemetry equipment will use the onboard vehicle computer to check emissions. You will then get a fail, fix notice in the mail if needed. Until then, and even after for older vehicles, we will continue to flounder around coming up with in-use vehicle serveilance testing programs that cost a lot and do little. JMHO. Thanks God I live in Montana where at least (so far) the politicians have left us old car people alone and we don't have emission testing- 90% of the vehicles used here for farm and ranch work would never pass! Many ranchers remove the converters for fear of grass fires while using them in the fields and pastures etc., those that don't use diesels. And yes our sky's are still BIG SKY BLUE!
