Hi Bob, There is indeed a rubber bushing. And they usually are bad. The only source I know of is Gary Goers - try e-mail at : gary@xxxxxxxxxxxxx or, better yet, fax him your order at (406) 752-6249 The steering wheel needs to come off; then the steering shaft outer tube, leaving the actual steering shaft in place. Now the bushing is exposed. When you remove it, the copper "strap" that serves as ground will probably fall apart into two sections, and you'll have to make a new one.
