Sometimes the clutch bearing locks up and when that happens the compressor runs any time the engine is running. Check the clutch bearing by spinning it by hand before putting the belt on. If the clutch spins smooth and you don't connect the clutch wire, you can probably put the belts on and start and check out the engine, but I wouldn't run or drive for extended time without oil in the compressor. If you are watching and the clutch bearing locks up and the compressor starts turning, shut the engine down immediately and you probably won't hurt the compressor.
