Gary,

The voltage regulator may be faulty, sort of going into "search mode" 
whenever the load changes.  You can pop the cover and use a little sandpaper 
(NOT emery cloth) to carefully clean the contacts, which are spring-loaded 
closed.  The book also mentions that erratic operation can mean the 
regultaor mechanism's air gap and contact gap adjustments may be off, but if 
the thing hasn't been messed with, that's unlikely to be the case.

One thing that aggravates the situation is that the needle movements on 
these ammeters aren't damped much, if at all, so the needle movement is 
quite rapid in response to changes in current.
