300C Power Brakes

When city driving, I apply the power brakes and generally get shuttering, noisy vibration ??? A slight pump seems to remedy the problem.

When hiway driving, the pedal is always firm and never shutters ??? 

Could it be a vacuum leak ? Anyone have any thoughts ?
