Hi Bob,
Yes there is a spring that connects between the park lever and the cable
bracket. It works to keep tension on the lever in both park and with it
released. Not easy to get to, and it would probably be best to remove the
shifter unit from the dash to work on it.

Is there a spring or some type of retainer that keeps the park lever in the
up positon when you are driving?

Mine hangs down too far (I think).
