Start wit your States Att'y General. Looks like the Post Office was 
involved, since they sent the info by mail, so file a fraud report with 
the P.O. Inspector. Protest the charges, don't wait for the bill, call 
your credit card co and get that started. After talking to them by 
phone, make sure you follow that up by mail.
