[Chrysler300] Power steering help.... please

Hello all...
A couple months ago, I posted the following message and got
back some interesting ideas as to what the problem might be.
I believe I have determined that it is not the p/s pump,
because it is still stuck-siezed when the engine is not
running, both hoses are disconnected and the front wheels
are off the ground. I have looked through the factory
service manual and do not find any troubleshooting portion
relating to this type of problem. Has anyone else out there
had the same problem or know what the problem could be??

Thanks
George
