What brand tires are you running?  You never mentioned alignment.  Is it set 
to correct specs(camber, caster and especially toe)?  Are tires/wheels round 
with no runout(wobble)?  Wire Wheels?  Dynamic balance in addition to static 
balance?  If radials, I would be particularly alert to radial shift.  Some 
tires are notorious for this, so even if you switched in different tires, 
you could have just switched in more bad ones.  Properly set up steering 
gear box and or bearing in steering column.  Off center hubcap?  You say 
bounce, do you mean vibration?  If tubes in wire wheels, are they installed 
properly?
