[Chrysler300] 300F carbs.

Hello everyone.
                       How can you tell if the secondary vavle flaps are 
opening up on the carburators  on a 300F chrysler.The ones on my carburators dont 
seem to be opening or working  they seemed jammed.Thank for any help Tom 
powers catskill  ny.
