Doug, I must admit I haven't been reading all of the responses on this so 
maybe I'll be duplicating advice. I would remove and inspect all of the 
bulbs and sockets before anything else......including the dash indicators. 
Make sure all the bulbs are the correct number or style as the rate the 
blinker blinks at is depedant on the resistance in the system. Blinkers are 
cheap, you might want to buy a replacement. I assume your battery is fully 
charged? It sounds to me like a ground problem which usually are caused by 
corrosion around the sockets.

If you attach a long wire to a good ground on the car and touch each socket 
while the system is live, you can usually locate the ground problem if 
indeed it is only at one point. I would start with the left side, the side 
that isn't blinking at all.
