Hi! My K convertable still has it's original well liner and it has 2 drain holes. I have a 1960 Dodge Polara convertable and it has one center located drain hole. Maybe Chrysler went from one drain hole to two drain holes from 60 to 64?? I would think the 2 drain holes would be correct for your K For your starter problem, I would guess it's either a faulty connection somewhere between battery and starter or a bad relay. Good luck.
