That's a strong possibility. You need to check the Draw with a meter. 
You can also feel the wire with it off and then while it's running. If 
it gets hotter and then blows the fuse....Bingo!
You can (or could) get a close replacement for many Blower Motors at a 
parts store for small bucks.
