Larry: I have seen and bought a couple of the NOS (in the box) cast iron tach drive distributors WITH vacuum advance but single point innards. I had the mechanical and vacuum advance mechanisms dialed in on a distributor machine and they work fine for me. I have not seen one without the vacuum advance however. Just curious, did you happen to notice if it had the slot in the housing for the vacuum arm to attach to the point plate? Maybe the vacuum pot was just removed. Probably Max Wedge as you suggested. No need for vacuum advance if you only drive it 1/4 mile at a time at WOT (wide open throttle). I wonder if there was a Marine or stationary engine application? Must be a max wedge or race part. He had three of them and got $300 for the first two. Does this interest anyone? Still in the factory box.
