I'd think too that since relatively cold gas is going into the tank, that if
the vent were plugged, that as the gas and air in the tank warmed, the tank
air pressure could increase.  Also, withdrawing fuel from a ventless tank
would tend to create a vacuum and might lead to a fuel supply problem.
