If the seal is not leaking then it is not likely to. I would be more concerned about a grove worn into the hub of the damper. If it is deep then that should be repaired with a seal repair kit from a major seal manufacturer such as Chicago Rawhide. The kit contains a very thin stainless steel ring that is placed on the hub and provides a very smooth and slightly larger surface for contact with the seal.
