I would start with a new, firm-bristled toothbrush and a dilute solution of
rubbing compound. If the results aren't satisfactory, keep strengthening the
rubbing compound up to the point where you're using the stuff right from the
can. Keep checking every few seconds to determine progress.

If you have a spare lens with a similar condition, best to practice on that
one first.
