maybe your tank ground is in the wrong place,  try from the metal fuel 
tube exiting the sending unit to frame ground,  There probabley should 
be a metal strap that spans the gap of the sending unit to steel fuel 
line running up to the motor where you currently have the short piece of 
rubber tubing. I know this is the way they did it for the majoritey of 
the 60's and 70's mopars, IF they rust off( and it happens) the guage 
goes dead right now, because the factory grounding method is then broke.
