As I understand things that go on in California, the plates stay with the car even though you may have several different owners. So a black plated car has been in California since the black plate was put on the car the first time. So this would have been the 60's. And so you know it is not a car from New Jersey, New York or elsewhere unless it was brought to California early in it's life.
