This is one issue that will bring the many separate car loving groups together. If the exemptions remain, I am OK with getting junkers out of the commute fleet, especially if the owners are compensated. There is already a system for receiving cash for junking out an old, operable junker. But I am always concerned when I see the camel getting its nose under the edge of the tent. I believe that there a lot of old Chebby low riders that might be pushing the 15K miles/year limit. We will hear from them. The air in the Central Valley is often very bad and people's health trumps people's hobbies and habits. Much has been done to clean up emissions in the area, but the air will probably remain bad as long as the area is populated. Stationary and compressor engines are being replaced and retrofitted as part of the cleanup process. I read once that the LA basin was often smoky and hazy when only occupied by native Americans. Railway engines, farm and industrial equipment, power mowers, weed whackers and burning of brush and farm waste all contribute to the problem as do the livestock, including humans. Recent notes on PCV's on early Chryslers suggest that it would be better for the engines and the environment to have PCV's on all of our Chrysler 300's without judging penalty--like seat belts.
