Van, In my experience it is odd for ammeters to stick. I would check the voltage again with a digital volt meter. you should read 13.8-14.8 volts, anything less than that means you are not charging. When you add a load-lights, heater fan etc., does it drop lower? If so it is not stuck, something else is going on, like a failed alternator or regulator.
