Bob is right that sometimes as flexible hoses get old, they can restrict enough internally to not allow the fluid back after one takes their footr off the pedal - it is not rare for late 50s Cadillacs to seem to sometimes get this problem nowadays if hoses the originals still, but do not know how common with same years Mopars. To simply eliminate if a small wheel cylinder leak exists, remove the suspect brake drum, and using your finger, curl the rubber dust boot back on one side/lip enough to check there is no dampness/fluid visible under the boot - it should be 100% dry - if any sign of fluid, it is leaking. (But be aware there may be rubber lubricant there if it used in assembly - it is sometimes a bluey semi grease looking material.) Otherwise if no leaks, check the flexible hose (done simply by releasing the bleed nipple - if fluid under pressure is there, hose very suspect). And if no leaks, hose OK, then maybe as suggested by others, shoes not made to fit drum, or drum needs maching if out of round?
