 If the pump is like a '56, there is a slot head screw on the end of the pump used to fill the pump. (Has a rubber like o-ring to prevent leaks). Unscrew it and check fluid level. Add fluid which would be brake fluid if the pump has never been worked on before.
Sounds to me like low fluid level.

Sometimes just cleaninn armature and changing brushes might solve the problem.  Stanley 300K

Alan, If the fluid level is ok you probably need a new motor. They

  get tired after a while. There's a place in Punta Gorda Fl.that can

  provide an exact replacement. I believe the name in Hydro-Electric or

  something like that.

Hello to all. I have a 62 300 sport convert with "H" package. My problem

  is my top growls and moves very slowly to go down and to come up. I had

  the seat out today looking for a leak or a low reservoir or some sign of

  problem. Dont see it. It looks like a combo motor/pump unit. Looks like

  a closed system. Anybody had problems and/or suggestions to speed up or

  fix my slooooow top?
