If the pump is like a '56, there is a slot head screw on the end of the pump used to fill the pump. (Has a rubber like o-ring to prevent leaks). Unscrew it and check fluid level. Add fluid which would be brake fluid if the pump has never been worked on before. Sounds to me like low fluid level.
