Collapsing lower radiator hose can be a sign of a problem. The cooling system should be under enough pressure above atmospheric to  provide a net positive pressure to the coolant pump. If the pressure drops below atmospheric at the pump inlet, a serious problem called pump cavitation can occur. This will lead to pump damage and engine overheat and not necessarily in that order. One most common root cause is a restricted radiator.

Many moons ago, original equipment lower hoses were supplied with springs that kept them from collapsing due to negative pressure in the system. Not no more. 

The springs were originally installed to assist in the production line process of filling the cooling system at the factory.  They are not needed. Vacuum filling is common in vehicle service facilities and is used on the assembly lines. Vacuum filling process is quick and thorough and does not rely on the hoses not collapsing.  

And, BTW,. the question of the actual purpose of the spring in a lower radiator hose was used in a professional mechanics test I took some twenty years ago.  There are still a large number of professional auto mechanics and others that are not aware of what the spring actually did, does or doesn't do.
