Pretty oily in the day to ask such a question. I'm quite sure the oil must enter the outside and flow toward the center, otherwise the pressure drop from the inside out would balloon the folded paper media and blow it out. Somewhere in the system is a relief valve to bypass a plugged filter. Also, we've all observed the icky black gunk on the outside of used filters.
