Mark, If it's under the ignition switch, it was probably the floor air control knob, if your car has or had AC. If it's under the volume knob, it could have been the cruise control knob. Or maybe someone just poked a hole and installed the manual choke. If you remove the bezel and find a nicely punched hole, it was probably put there by the factory, but if the hole looks like it was made with a drill or a hacksaw, it's probably home grown.
