I just went through the '65 parts book and see no call-outs for a "special" wheel for tilt-equipped C-body cars. As far as the March 1966 edition reads, it would appear that all C-body wheels are physically interchangeable whether they are manual steering, power steering or tilt equipped. It would then appear that "special" wheels apply to pre-1965 Mopar. I can't say for certain why this wheel doesn't want to fit. I've had the wheel off my tilt L a few times w/o any issues.
