I am a licensed auto appraiser in MA and I can say without a doubt there is no way I could justified that kind of price on that car. An appraisal is based on what the market will bear and professional experience in what you are looking at. Some state you need to be licensed and some you don't. Most of the classic car appraisals I do are for insurance purposes, people looking to make sure they are covered in case of an accident as insurance companies in this state want an independent value put on a car when a policy is written. I can say if I put a value like that on that car I could lose my license. An appraisal is only as good as the reputation of the person doing it and unless I see the car it means nothing. For example, there is a shiny but very ordinary and somewhat modified 1963 Chrysler 300 Pace Car convertible on eBay at the moment. Ordinary in that it has a 383, and no A/C. I say lightly modified, as it has dual-circuit brakes and a front disc brake conversion. I'm no professional appraiser, but that most certainly exceeds the value of that car by at least ten times over its actual value.
