Strip off the chrome?  My body guy says you can get paint to stick right 
over the chrome with a good 2K primer.  It would be easier, cheaper, and 
who knows - maybe someone will someday over you a little cash to trade 
their painted ones for the chrome ones you have under the paint.

Sure hope this works because my 300C valve covers are gorgeous chrome, 
and we're planning to paint over the chrome.
