In the 1960s, Chrysler varied the sizes of the rear wheel brake cylinders in order to balance the braking response in an effort to make certain the rear wheels did not lock up before the front wheels. My experience with 60's Mopars is that they were not always successful in this regard...ask the owners of early Barracuda's how well this system worked with bias ply tires and a wet road. Using a proportioning valve is another way of attempting to balance front/rear brake application forces. It can be hidden down on the frame rail to maintain a stock look.
