I believe the stuff is blown on , or as I would put it, "puffed" on with a sprayer that resembles an old time fly sprayer. My son did mine on the F while in his high school shop class. I still have the sprayer. It's just a tube about 8" long with a plunger and handle on one end, a small plastic tube is affixed to the other end terminating in a metal deflector to spread out the flock when it's "puffed " out the tube. Prety neat deal. Turned out well.
