If you take some paint remover or lacquer thinner to them you'll find they can usually be made to look sharp and original - and they should not be painted. I think it's actually just plastic with with a fiber reinforcer rather than fiberglass, and it has a kinda brownish look. More or less the same material as your firewall airbox. You can repair any cracks with a little black or brown epoxy.
