If it is like the steering box on my 62, I'd say the control valve was the out of adjustment. I think I had to jack up the two front wheels, then slighty loosen the 4 (?) screws which hold the control valve on top of the box. I tapped it a little bit toward one side, tightened screws, THEN started the engine. As I recall, the wheels will not turn as far to one side, so you keep repeating the process until you can start it an it remains still. Its very much trial and error. Do not touch the wheel when you start it up though! It acts like it can break an arm.
