Bill, When parts are swapped and the problem persists, maybe whatever the swapped part is is not the problem. Or, both swapped parts have the same problem. So, swapping parts may be a plan that doesn't work too well in all cases. Bouncing I have found to be a cable problem. There is no damping per se in a speedometer head. The head needs a clean signal. The needle cup also needs to float smoothly on clean bearings with the correct lube which is not the same lube that should be used inside the cable housing. The bearing that sees cable rotation does not like cable lube either and must rotate smoothly. A worn out cable housing or core or both can cause speedo needle bounce and even with proper lube. Cable routing is critical also so the thing is not bent around too tight. A speedo shop will have the equipment to check out both of your instruments, lube and calibrate as required and build you a new cable if required. This would be another route to diagnose and fix. I like this plan. I think that J C Auto in Lynwood, WA, would be a good place to have your treasures checked out and maybe even restored.
