No - it only controls the current flow. Sounds like you have a mechanical issue wit the key. Would the Neutral safety switch prevent the key from turning in the ignition cylinder lock, which is what's happening? The key will not turn without 15 minutes of jiggling, if I'm lucky. And when I'm lucky and it turns, the car starts and runs beautifully.
