Note it says "approximately February 5th ". I don't want to start a lengthy discussion of which day was the first for each Chrysler Corp model so lets agree that it was probably complete by the bulletin date. If you want the actual release date you need the Engineering ECR and the document Stamping and Assembly would have used to broadcast it. Service is usually a little later with parts in the system. I have several different bulletins providing releasing information so it is my opinion that it was a catch up with production. After Lynn Townsend mandated the new badge, Stamping and Assembly division was tasked with providing the holes in production. I can't recall what the tooling looked like but I am sure it was with no obsolescence. This means that production would start installing the badge after all fenders in the system were used up. So by the time the bulletin went out most cars being shipped had the pentastar since the inventory for each plant would have been exhausted. The Forward Look badge was officially dead at this time. All suppliers were instructed to replace the twin v's in all new tooling and glass etching templates. Now I suppose in Mr. Jett's case, a 64 model, a customer could have requested and paid for a left side application. I can recall many at the time, asking if their car was shorted. A reason for the curb-side-only application was provided. For the trivia nuts we actually had a Corporate identify office who published and approved all applications of the mark. Many times I had to march over and get a sign off of the mark in my parts. You were not allowed to use it without dimensional approval. That is all I can offer.
