Doug and All:
Both the 1961 and 1962 Parts Books are quite clear that the fan shroud  was 
only used on cars equipped with AC.  Page 7-2 in the 1962 Service  Manual, 
and page 43 in the 1961 Supplement both agree that the shroud is used on  AC 
cars only.
