In that era of Letter Cars manual antennas were on the right front fender and power antennas on the right rear.  Unless the car had a right remote mirror which I think is very rare I suspect what you are seeing is an antenna hole.

Hi everyone,
Just curious, When we stripped the G, there was a repaired hole on the
front right fender where either a mirror or antenna may have been. Looking
at photos, I noticed that some cars have passenger side mirrors and some
have the antenna in the front and some (like mine) have the antenna in the
right rear. Anyone know the history?
