Owning numerous vehicles with wire wheels I will offer the following.  First and foremost to start with the wheel needs to be off the car and thoroughly cleaned front and back.  If the wheels are in good condition regarding the chrome it is easier.  
 
I use a good car wash soap with plenty of water, sponges, soft brushes and towels.  Once you achieved the "clean" results you want dry them completely.  I use compressed air and lots of it chasing water for maybe 15 minutes per wheel.  At this point apply a coat of quality wax and this I do by hand to get into all the difficult areas.  Removing the dry was is also done by hand.  I can tell you I've spent a full day doing one car and find it rather exhausting.
 
Once the wheel is in good clean condition for occasional clean up work I use the Mr. Clean system with a large soft paint brush to get into those areas.  Usually I have the wheel off the ground so I can rotate it easily.
 
After soaping and scrubbing rinse the wheel thoroughly and then use the deionized water from the Mr. Clean system to rinse.  Even though it says no water spots, don't believe it.  I use compressed air again to remove as much water as possible and then wipe.  Even with this format you will still have water running and spend the next amount of time chasing it.
 
Normally I'll let the car sit over night after this (in a garage of course) and then address areas with compressed air and a towel again.  Yes it is a lot of work, but if you want wires and want them to represent your car well this is what it takes.
 
I've detailed cars for close to 50 years and have found very few short cuts on "the details".  I do like Mother's products but find their power ball type tools of little value especially on details like wire wheels.

And here’s a You-Tube demonstrating the process using a Mother’s Powercone http://motherspowercone.com/ Like Meguiar’s Powerball  they are pretty pricey for what you get.   And, I have not seen replacement cones or balls.  A custom built foam head would probably be the answer and would come with a sackfull of foam heads of different shapes and sizes that would easily clamp to a spindle.  Running a 110V drill around the water would not be a great idea.  The cordless drill gets a little heavy after one wheel, but that’s OK—my creaky old back can usually only handle one wheel before it needs a “break”.  Elbow grease is still required.
