Such is what makes folks dislike Unions and very stupid and low minded, on the part of unionizers. What lack of education would cause them to think that such extortion would be tolerated. On top of all the other devastating things I have seen (especially electrical unions) do, to hold devastated people hostage, should be criminal.

I had not caught that yet, Hopefully then this is the case. 

Whew, I used to work for a telephone company and if there was a natural 
disaster We Worked, period. Restoring service was paramount! 
I have even worked out of state on service restoration efforts.
