Non-op refers to its licensing status in CA. If registered non-op it cannot be driven on CA streets--even if it is fully operable. There are no taxes or fees on non-op vehicles in CA and they don't have to be insured. CA will hold the license plates. I first registered my '64K convertible as non-op. This year I paid the fees for an operational vehicle, insured it and got the plates. Still physically non-op as we swap engines, but it is legal to operate it or tow it on CA roads. The car should be a decent one and I will have a pirated and rusty 300K coupe parts car for sale soon. A 383 and K tranny come with it.
