Unless Jay Leno has since also bought the Kleptz car, in which case he has two, his car came from Chrysler.  It was a negotiated deal done in 2009 when Chrysler hit the skids.  According to Lehto's book, Leno is close to Bob Lutz, and somehow he was involved in Chrysler selling the car to Leno.  
 
It was through Leno's connection with Bob Lutz that helped get Frank Kleptz (a friend of Leno's) an extremely rare spare operating engine from Chrysler also back in about 2005, for his Turbine Car that had engine problems.
 
Surprisingly, the Turbine Car is not the rarest car in the Kleptz collection.  He also owns the one existing clear plastic bodied 1940 Pontiac show car, and a 1933 Pierce -Arrow built for the Chicago World's Fair, the only one in existence.

I believe the Leno example came from the late Frank Kleps (sp) collection.

Chrysler has two. One in their museum(or stashed at there storage facility in Highland Park, Mi. and one at the proving grounds in Chelsea, Mi. The Smithsonian has one, Jay Leno has one and The rumers are that two more reside in Museums some where here in the USA
