Ray - Your car should have variable speed w/s wipers. So as you turn the switch clockwise, the wipers will go faster. At the fastest setting, they should be moving at a fairly decent clip. Offhand, I'd say that the switch has corrosion on the rheostat, which is causing poor performance. The easiest way to diagnose this is to swap out your switch for one from another 57-8 Chrysler and see if there's a difference.
