So after you had the sending unit rebuilt, was the gas gauge working fine, 
then one day it started behaving the way you describe ?

When you pull the wire off the sending unit and ground it, does it pin the 
needle to the full position ?

Despite what you have written, I'm thinking that it is the sending unit. I 
would pull it from the tank and manually operate the float to see if it 
moves the needle correctly. I would also measure the minimum and maximum 
resistance to see that they match up with what's in the shop manual. The 
float could also be binding up in the tank, for what ever reason.
