Remember there are two "vacuum" take offs on the cab(usually). One is metered and the other is direct. meaning One only sees vacuum when the throttle opens; the other has vacuum constantly. I can't say why you don't have any vacuum, but something is not correct. Check the manual to see just what the 300 distributor requires. Does your 300H have the in line 2x4 setup or a Ram? On the inline the distributor vacuum comes from the rear carb, assuming your running progressive linkage; the Ram probably "T'd" to each carb, then to the distributor. Sorry I can't help more.
