Most likely the speedometer cable needs to be
lubricated...use transmission fluid...a little pearl that I gleaned from Jeff
Carter because it doesn’t firm hard pearls that bind the cable like white
lithium grease. Also jack up the rear of the car by the rear axle banjo so
the wheels are a few inches clear of the floor if the lube job doesn’t totally
satisfy the flutter issue and with front wheels chocked run the car in drive and
reach under the dash where the speedometer cable enters from the transmission
connection and move the cable left/ right or up/down or any combination thereof
until the needle is steady and then fix it in the position that remedies the
flutter. This worked swell with my C and haven’t had fluttering for 5
