Well....no lock and no light means...no power....somewhere.
I always say, start with the simple and work towards the complex.
Make sure the battery is fully charged and connected
Make sure the ignition key is in the ON position
Make sure the fuse for the circuit is good and power is coming into the fuse box
Verify flasher integrity by pulling the flasher, testing for hot voltage, and installing a jumper to see if this will make the bulbs light up steady.
This is where you start. I know that some of these things should be obvious, but you would be surprised how many times I have seen people lose sight of the "forest" because there were "trees" in the way, if you get my drift. I would also question the integrity of the mechanic. I don't know your mechanic from Adam so this isn't a personal attack, but I have seen some mechanics who either don't have a clue about certain things, especially with cars of this vintage, or unscrupulously create other problems to pad their bank account. The latter is the reason I try to work on my own car as much as I can myself.
Anyway, my "two cents" for what it's worth.

With all due respect, I think you need to further define what you mean by "not working". I can envision several failure modes. For example:
The turn signal lever locks in both positions, but the nothing lights up
The turn signal lever locks in both positions, but the lights stay on steady (no blinking)
The turn signal lever does not lock in either direction (you have to hold the lever) and nothing lights up
The turn signal lever does not lock in either direction (you have to hold the lever) and the lights stay on steady (no blinking)
The turn signal lever does not lock in either direction, and the lights blink
So please, pick one of the above or tell us what your car is doing in detail.
One more thing to remember. Since the turn signal lever is mounted under the transmission buttons and NOT on the steering column, your mechanics might not know just where the turn signal switch is or how it functions. Just sayin'....
