This leak is very typical and the fluid will gather at the lowest point on
the pump and then drip onto the lower radiator hose. The rebuild
kits are inexpensive and will contain a new o-ring that goes b/w the pump and
reservoir as well as the gasket for the inside of the reservoir around the
attachment bolts. The pump has an exceptionally long service life, unless
run low on fluid. The repair is not difficult if you can handle removal
and replacement of the ps pump assembly. I recommend getting the ps
belt tightening tool from Bob Merritt for proper tensioning: http://www.simplexco.com/auto/psteer/1.html
1964 uses actual power steering fluid, not ATF. If it has ATF it
should be flushed out. Modern ps fluid works fine.

Pump
if it's like the one on my 61's and 62's, there is a large o-ring
that goes around the front of the pump that is supposed to seal the front lip of
the reservoir. It usually is supplied in the rebuild kit.
