Might be motor home ? I am not familiar with numbers , but I believe one of the major motor homes ,maybe Winnebago, used 413. Although why not 440? Maybe both? Maybe trying to economize on fuel? I know they had a 727 Torqueflight with a drum brake bolt pattern on tail shaft long after the cars had stopped using it. Dodge trucks another possibility.
